Based on above two cases, Seahog would like to share something shall be noted when importing equipment/machines to China.

1.The most difficult job before importing equipment to China is the HS code cla ssification. Imported equipment can be classified to combined machines, multifactional equipment, Functional unit equipment and so on. Pre-classification shall be done based on the equipment’s functions and working principles.

2. It is very important to confirm whether the equipment is new or used. Most second-hand/used equipment shall do pre-shipment inspection before shipping to Mainland China, and some shall obtain automatic import license. It is probably that equipment which is too old can not be imported because it is determined as solid waste.

3. The new/old condition of equipment is directly related to Customs review on its declared price. The importation of used equipment will face customs price review. Documents that can support the declared prices shall be submitted when customs price review is carried out.

4. Destination inspection which shall be conducted at the destination maybe required.

Guangzhou|Shenzhen Import Customs Clearance Cases For Class 2|3|9 Hazardous Goods

 

Hazardous goods is the general name for items that are inflammable，explosive，highly corrosive，poisonous or radioactive. Hazardous goods accounts for a considerable part of China’s imported goods. China customs have more strict supervisions over hazardous goods for safety reasons. 

Class 2 hazardous goods mainly include compressed gas, non-flammable gas, and poisonous gas. The common class 2 hazardous goods include fire extinguisher, helium, spary paint, methane, dimethylmethane, liquid ammonia, carbon monoxide and air freshener. SeaHog’s Shenzhen customs broker team recently handled the import customs clearance procedures for a shipment with class 2 hazardous goods, protective agent for woodwork and cleaning agent for home textile, from Hong Kong . Class 3 hazardous goods is inflammable liquid, such as cementing compound, miscella, diluent and pressure sensitive adhesive. The import flow of plastic particles is same as other general goods, involving D/O exchange, customs declaration, tax payment, inspection (sampling test) and customs release. The required documents are quite simple, including sales contract, invoice, packing list and bill of lading.

The inspection rate for fresh materials is quite low, while off-spec materials will sometimes be randomly inspection. But the inspection rate for reworked materials is very high. It is quite common that reworked materials are monitored and inspected directly so as to identify if they are solid wastes.

 The required documents for handling China customs clearance for reworked plastic particles are same fresh materials and off-spec materials. There are no any special requirements. Only the declared name and source of base materials will be different.

Notes for Handling China Import Customs Declaration of Reworked Plastic Particles.

1. Imported reworked plastic particles shall be unified in model, specifications and packing as requested by China customs.

2. The source of base materials must be clearly declared. The ingredient percentages must be accurate to avoid wrong HS code used in declaration.

3. When solid waste is a sensitive issue during the importation, the declared price is a point that China customs will pay special attention to. Freight charges shall not be missed when declare to customs.

4. When the reworked plastic particles contained dangerous ingredient(s), the Identification Report for Class of Dangerous Goods shall be provided.

5. Products that can enjoy tariff preference or that involves with anti-dumping tax shall provide certificate of origin.

China has its own national standards for reworked plastic particles. Those not up to the standards will be easily determined as solid wastes by China customs. When the particles are determined as solid wastes, the importer might face fines or criminal penalty (if serious) and the shipment will be returned. It is suggested to send samples for testing before importation to ensure smooth customs clearance in China.
